Yes it is, for hydrogen you basically need the same conversion kit as you would need for propane, in fact some propane kits will let you run either hydrogen or propane, but unless you have a cheap supply of hydrogen and don’t mind the short range I wouldn’t do it.
There are many electric conversion kits out there, but again short range.
But what kind of transpiration are you looking for? If it’s just a commutator there are plans for a 100+ mpg 2 seat hybrid, it’s a 3 wheeler though but if you just need it to go back and forth to work why not?

Yes, with enough money you can do anything. You will need to replace the fuel tank, fuel system, engine management system, and various parts of the engine itself. But where will you get the hydrogen from?
